李克强主持召开国务院医改领导小组全体会议时强调用改革的最大红利让广大人民受益
新华网北京1月6日电（记者赵承、吴晶）1月5日，中共中央政治局常委、国务院副总理、国务院深化医药卫生体制改革领导小组组长李克强主持召开医改领导小组第十二次全体会议。
会议讨论和审议了《关于巩固完善基本药物制度和基层运行新机制的意见》、《关于建立疾病应急救助制度的指导意见》，听取了公立医院改革有关情况汇报。李克强也把会前与乡村医生座谈时他们反映的问题通报给大家，他说，今天我们专门邀请了公立医院改革试点医院负责人和基层村医代表参会，请他们提意见和建议，这样可以使政策更有针对性和可行性。
李克强指出，医改是我国社会领域的重大改革，既涉及民生又事关发展。直接关系到人民的健康，又联系到居民消费，许多国家扩大内需、调整结构、推动转型，都把医改作为重要抓手。通过三年多努力，医改取得的阶段性明显成效超出预期，但面临的问题和困难难以逆料，要认真总结经验、不断探索。
李克强说，医改实践带给我们许多理念和启示，对经济社会领域其他改革具有重要借鉴意义。首先，我们说改革是最大红利，其目的就是让广大人民受益。改革必然要触动固有利益格局，重点调整预期利益和增量利益，但最终是要落到人民真正得利益上。中国最大的差距是城乡差距和区域差距，医改直面这两大差距，从保基本开始，从强基层起步，向农村和中西部倾斜，因而得到了广大群众拥护。
其次，改革红利的释放要依靠创新体制、建立机制。要发挥好发展的潜力，财政需要增加投入，但更重要的是在创新体制机制上做文章。在深化医改中，要通过创新运行、管理、人事、分配等方面的制度，破除“以药补医”，合理调整利益格局，形成使人民群众得实惠、医务人员受鼓舞、医疗机构添活力的机制。
第三，改革是渐进式的、累积式的，不可能一蹴而就，但也不能踟蹰不前，绕着矛盾走。改革既要先易后难，又要敢于攻坚克难，在13亿人口的大国推进医改，要统筹谋划，循序渐进，逐步解决改革面临的问题，不失时机突破重点、带动全局。
李克强指出，我国医改正在向纵深推进，“十二五”时期将从打基础向提质量转变，从搭框架向建制度转变，从试点探索向全面推进转变，逐步建立适应人民健康需要、符合中国国情的医药卫生制度。要在巩固覆盖面的基础上提高保障水平，特别是要推进大病保险、医疗应急救助等制度的建立和完善，人最宝贵的是生命和健康，要坚决防止“等钱救命”等冲击社会道德底线的现象发生。要推进和扩大公立医院改革试点，通过创新体制增强活力。发挥社会力量和市场机制作用，打破行政区域限制，推动医疗资源有机结合，建立合理分级诊疗模式，更好、更有效地服务群众，向改革要利益、要效益。
